A senior US Senate committee is expected to strongly criticise the CIA for its intelligence failures in the run up to the Iraq war.

he report by the Republican-led intelligence committee, which is due to be published later today, will blame the agency for over-estimating the threat posed by Saddam Hussein, officials said.

The year-long inquiry will make more than 100 conclusions on the CIA's assessment of Iraq's weapons stockpiles, including claims that Saddam was hiding chemical and biological weapons, mobile weapons laboratories and a nuclear programme.

It is part of a two-stage investigation ordered by President George W Bush following the failure to find weapons of mass destruction after Saddam's fall.

The process mirrors Lord Butler's inquiry into how Downing Street used intelligence before the war which is due to be published next week.

Republican and Democrat members of the committee have described today's report as a hard-hitting analysis of where the CIA went wrong, including relying too much claims by Iraqi exiles and not having enough agents on the ground in Iraq.

But its reported conclusions that the agency did not come under political pressure to hype up the case for war has prompted claims that some Democrat members of the committee will publish their own conclusions saying the White House did interfere with the intelligence gathering.

Aides said that the alternative conclusions will keep the pressure on the committee to carry on its investigation into how Mr Bush's administration portrayed the threat posed by Saddam.

The second part of the Senate inquiry, which will concentrate on the White House, will be published after the presidential elections in November.

George Tenet, who will step down as the CIA's director on Sunday, has repeatedly denied that his agency came under political pressure over the Iraq war.

Yesterday he defended the agency's record when he made a farewell speech to staff at its headquarters in Virginia.

"In the end, the American people will weigh and assess our record - where intelligence has done well and where we have fallen short," he said.

"My only wish is that those whose job it is to help us do better show the same balance and care."

Lord Butler is expected to be highly critical of the way Downing Street used intelligence about Iraq. Reports have claimed that he will say that evidence about Iraq's weapons capabilities was vague and poorly sourced.
