I have received several private responses to my previous columns with regard to the necessity for the passage of the Bricker Amendment. Paraphrased and condensed, those responses boil down to: If it ain't broke, don't fix it!

I am in complete agreement with the fact that the Constitution "ain't broke." However, I must say that, in my opinion, it is seriously bent! Not the Constitution itself, but the manner in which it has been misinterpreted by the Supreme Court, misused or ignored by a whole series of administrations and Congresses, and misunderstood or not known by at least three generations of Americans.

Starting as early as the start of the 1900s, men of evil intent and vast monetary resources set out to destroy American freedom. In order to do so, it was first necessary to limit or even eliminate a comprehensive knowledge of the Constitution not only among the general populace, but more especially among the "movers and shakers" of society, and most especially among those who would be making and enforcing laws and those who would be molding popular opinion. The situation we find ourselves in today is mute testimony to the success of their efforts and methods.

I am fully aware that Article VI, paragraph 2 has nothing wrong with it, other than the fact that it has been too easy to misrepresent its true meaning to the public. The Founding Fathers and the society around them fully understood its meaning and intent. It is quite clear that when they said "this Constitution" they were referring to the US Constitution. It is equally clear that the term "the constitution" referred to the constitutions of any of the individual states. Only by complete misinterpretation and misapplication has it been possible for the Supreme Court, members of Congress and of numerous administrations, and the education establishment to convince the general public that treaties and/or executive agreements supersede the Constitution of the United States. Many conservatives know this. Those who are subverting the Constitution know it. Unfortunately, at least two and possible three generations of Americans DON'T know it! Therein lies our problem.

Today, we have a conspiracy, secret combination, cabal, call it what you will which is intent upon destroying the freedom of the United States, indeed, of the entire world. As President Ezra Taft Benson of the Mormon Church stated in the last Conference talk he gave personally: "I testify that wickedness is rapidly expanding in every segment of our society. It is more highly organized, more cleverly disguised, and more powerfully promoted than ever before. Secret combinations lusting for power, gain, and glory are flourishing. A secret combination that seeks to overthrow the freedom of all lands, nations, and countries is increasing its evil influence and control over America and the entire world." (Pg. 87, Ensign, 11/88)

Every day it is becoming more and more evident that this group intends to use treaties and/or executive agreements to amend or totally abrogate the Constitution. They know that they could never do so using the amendment processes spelled out in the Constitution itself. The Constitution MUST be destroyed before their ultimate goal of world government can be achieved.

I sincerely believe that our "window of opportunity" for educating enough of the public about the true intent of Article VI, paragraph 2 is very rapidly closing. If we can't destroy the Insiders' use of this misinterpretation of that section of the Constitution in one heck of a hurry it will be too late. Our freedom of speech will be destroyed, our weapons confiscated, and our chains forged!

We have two choices: education of enough people or the Bricker Amendment! I can see no other alternatives. Let's examine them both taking the "education" route first. For the sake of discussion, let's assume that the current population of the United States is 250 million people. Let's also assume that there are, today, at least 1 million Americans who truly understand the meaning and intent of Article VI, paragraph 2 of the Constitution (and I think that is a very optimistic assumption.) However, using those figures, you will discover that the percentage of Americans with that knowledge is only four tenths of one percent (.4%) of the total population. Now, let's assume that through enormous dedication and the expenditure of massive amounts of time and money we can increase that percentage by 2000% or twenty times the present number. The result would be that now eight percent (8%) understand the Constitution. Does anyone really believe that 8% is going to bring the machinations of the secret combination to a screeching halt - or even seriously slow them down?

There is another serious problem with the education route. As mentioned above, two or three generations of Americans have been solidly indoctrinated with the "fact" that treaties supersede the Constitution. If there is one reality about humans that is general, it is that we are VERY averse to giving up "facts" that we "know to be true." Those readers who are old enough to remember William Bendix in his role on "The Life Of Riley" will remember his oft repeated statement: "My head is made up. Don't confuse me with facts!"

The fact that the public, because of some fifty plus years of indoctrination, KNOWS that treaties can supersede the Constitution makes the education approach virtually impossible within any reasonable period of time. Psychologically, people would be resisting every step of the way.

How about the approach of closing the door to misinterpreting that "supreme law of the land" phrase through the passage of the Bricker Amendment? Interestingly enough, I believe that the ungodly have actually made our job easier in that direction!

While they have been denying any solid knowledge of the Constitution to the vast majority of U.S. citizens, they have, at the same time, built up among the public an almost religious faith in the Constitution and its ability to protect their freedoms and rights. (Can you imagine a situation more fraught with opportunity for chicanery than to have a large number of people with blind faith in a document controlling their lives which they did not know or understand?) The American people, by and large, believe in the Constitution. They believe that it is their primary insurance against tyranny. They believe that is it safe and unchanging. Show them that our sacred document is being directly attacked in a way which will directly impact their lives and, I believe, they will come rushing out to "man the barricades!" We would, at least, not face the psychological challenge of trying to attack their "knowledge" of the Constitution.

Time is of the most critical importance! We MUST conclusively and categorically, in unquestionable words, amend the Constitution so that this group, or any group in the future, CANNOT ever again try to overturn the Constitution with a treaty or an executive agreement. We must do this as soon as humanly possible. Failure to do so will lead to consequences too dire to even contemplate!
